    setting carbs can be a little tricky . first would be to sinc linkage make sure they are all opening at same time. second is by the book .what ever it says for air screws float levels . from there take patience and a good ear . only turning air screw 1/8 turn at a time giving the motor time to adjust . .but i am sure someone here can tell him better on that motor. i have only done much newer motors.

    I usually start with 2 turns out from lightly seated on the low speed and adjust the high speed if it has the needle the same theb fine tune while running wot then bring it back down to adjust the idle

    You also have to make sure the distributor (magneto) cap is clean. Dust likes to build up in there because the mag is upside down. Dust and dirt will affect spark. Also when the upper motor mounts go bad, exhaust gets sucked into carbs at idle speed affecting your slow speed. Not that you have these problems, just good things to know. Good luck.
